dnsdist: Update to version 1.9.6

- Update from version 1.9.4 to 1.9.6
- Tested building on riscv64 and it built without issues and rootfile is sam as for
   x86_64 & aarch64. So supported architectures has been removed and dnsdist is available
   on all three architectures.
- Update of rootfile not required
