libxml2: upgrade 2.12.5 -> 2.12.6

- parser: Fix detection of duplicate attributes in XML namespace
- xmlreader: Fix xmlTextReaderConstEncoding
- html: Fix htmlCreatePushParserCtxt with encoding
- xmllint: Return error code if XPath returns empty nodeset
