contrib: Add DerivedGeneralCategory.txt to comment in libstdc++ script

contrib/ChangeLog:

	* unicode/gen_libstdcxx_unicode_data.py: Update comment at the
	top of the file to mention DerivedGeneralCategory.txt
	prerequisite.
