Merge branch 'eap-vendor-id'

Changes the type for EAP vendor IDs from uint32_t to pen_t, which has
explicitly been added to represent three-byte IANA-allocated Private
Enterprise Numbers (PEN), which the EAP RFC called "SMI Network
Management Private Enterprise Codes".
