 - Add ATA_QUIRK_NOLPM quirk for two Silicon Motion SSDs with broken LPM

 - Add flag WQ_PERCPU to the workqueue in the libata-sff helper library
   to explicitly request the use of the per-CPU behavior (Marco
   Crivellari)
