This was inherited from the AArch64 implementation but is unnecessary for RISC-V. gcc/ChangeLog: * config/riscv/riscv-vector-builtins.cc (function_builder::add_function): Remove placeholder_p parameter. (function_builder::add_unique_function): Update call.
