ada: Remove wrong comment about expansion of exceptions for GNATprove

Code cleanup related to handling exceptions in GNATprove.

gcc/ada/

	* exp_ch11.adb (Expand_N_Raise_Statement): Expansion of raise statements
	never happens in GNATprove mode.
