DMCUB updates for DCN36.
From internal git commit 2935f3328a77bc20544d828f4595f469cf005dbc.

Firmware release 0.1.30.0
Tested with DC 3.2.353

Release Notes:
- implement SMART POWER
- add mds missing DPIACLK related
- disable phy clk gating
- update phy fw version
- lower fams2_alt branch threshold
