linux_threads.c (GC_init_parallel): Do not declare as a static constructor.

	* linux_threads.c (GC_init_parallel): Do not declare as a static

	* include/gc.h (GC_init): Declare here. Add description.
	* include/private/gc_priv.h (GC_init): Remove declaration.
