Bump libgcobol SONAME

This bumps the libgcobol SONAME for GCC 16 since compared to GCC 15
there are removed symbols and key data structures have changed.

	PR cobol/122803
libgcobol/
	* configure.ac (LIBGCOBOL_VERSION): Bump to 2:0:0.
	* configure: Re-generate.
