maint: 1.17.92 pretest released, 1.17.93 for dev.

* configure.ac (AC_INIT): now 1.17.93.
* m4/amversion.m4 (AM_AUTOMAKE_VERSION): 1.17.93 (auto-update).
* HACKING: mention delay between upload and appearance on server.
