Build: Bump Autoconf and Libtool version requirements.

There is no specific reason for this other than blocking
the most ancient versions. These are still old:

Autoconf 2.69 (2012)
Automake 1.12 (2012)
gettext 0.19.6 (2015)
Libtool 2.4 (2010)
