- Expose if a query (or a subquery) was ratelimited (not src IP
  ratelimiting) to libunbound under 'ub_result.was_ratelimited'.
  This also introduces a change to 'ub_event_callback_type' in
  libunbound/unbound-event.h.
- Tidy pylib tests.
