Fixed a bug in UpdateJob() - the check for EINTR was missing the check for
bytes < 0, which caused the 100% CPU usage bug.

New apache compatibility - Limit, LimitExcept, Satisfy, Require,
LimitRequestBody.
New RunAsUser directive.
Moved CUPS/Print Pro specific stuff to new "server*.c" files so that
configuration stuff will be otherwise identical.
Directives inside <Location> are now case insensitive.

The *BSD USB backend should be using the /dev/unlptN files
so that the printer is not reset each time the port is opened.

Add -E support to GUI commands.
Update man pages.
Change socket backend to retry after 5, 10, 15, ..., 30 seconds to
provide faster turnaround between job files when printing.

Fixed bug in HTTP upgrade code - wasn't consuming the response to the
OPTIONS request.
The scheduler did not include a content length in the OPTIONS responses.
Updated the SAM and SUM (PS files are now in color, too!)
