BUG: Block Grid for small media query

If you want a block grid to break down into one column, on mobile, then we need a media query for targeting `.small-block-grid-1`

Remove reveal doc updates until tomorrow after 4.0.4 push.

Adds a variable $block-grid-media-queries to control whether class styles are processed. For those who are only using mixins to define grid behavior, this may be set to false to lighten the output file.
