Update normalize.css to the latest 3.0.0 version

Just after my issue #4237 was merged today, I checked the normalize site and discovered the brand new version 3.0.0 – immediate commit.

Topbar accessibility enhancements: enabled ability to tab through all menu links by replacing display:none with the element-invisible mixin and display:block with the element-visible mixin

Display all tab contents if JavaScript is disabled

Replace the <hr> margin difference with its width

By default the bottom margin of the <hr> tag is 1px smaller than the top margin. This results through the default $hr-border-width: 1px; setting. If you change $hr-border-width to another value the margin-bottom still remains the same. This fix resolves this issue, so the bottom margin respond to the $hr-border-width value.

After merge of https://github.com/zurb/foundation/pull/4484 we also don't need any padding bottom on the links in tabs anymore. Just removed + rem-calc(1) and cleaned up the paddings into 1 property

Call resize() only if the media-query has changed

Currently the interchangeable content is reloaded every 50ms during window resize, if one has facebook, twitter or GMaps widgets as interchangeable content, things get nasty :) With this change content is reloaded only when the media-query changes.

The css property top: 1px; has no positive impact (for example if you want a background color for the whole tabs bar you will see this 1px breaking the visual consistency) on the tabs, so just remove.
