PCI/AER: Don't select CONFIG_PCIEAER by default

PCI/AER: Don't select CONFIG_PCIEAER by default

PCIe Advanced Error Reporting (AER) is optional and there's no need for it
to be selected by default.

Remove the "default y" for CONFIG_PCIEAER.
