Subject: [PATCH] maint: announcement text tweaks.

* HACKING: mention DEVEL_SNAPSHOT=1 for us.
* NEWS: tweak text.
* maintainer/maint.mk (announcement): tweak text,
ls -l ./announcement as a clue as to where the result is.
