override-a1.txt: rework A1 overrides

This patch reworks the A1 override file. Instead of setting "country"
nor "newcountry", networks of anonymous proxy services are now flagged
by "is-anonymous-proxy: yes".

ASNs have been added again, as their usage is very helpful.
