pdns: Rework package / Remove LDAP Support.

* Remove support for LDAP backend.
* Create pdns user & group.
* Add scriptlet for systemd.
* Add tmpfile for systemd.
* Add a working default configuration file.
* Create inital sqlite3 database on installation.
