RANDFILE: OpenVPN and IPSec uses same .rnd

Fixes #11943

Since OpenSSL uses parent directory permissions, /var/tmp is not suitable for IPSec.
OpenVPN and IPSec uses same the file for PRNG seeding with the same permissions.
.rnd is now located under /home/nobody and will be used by IPSec and OpenVPN togehter.
