configure.ac: Set TOPLEVEL_CONFIGURE_ARGUMENTS early...

* configure.ac: Set TOPLEVEL_CONFIGURE_ARGUMENTS early, when
"$@" is still intact with both Autoconf 2.59 and 2.62.
* configure: Regenerate.
