configure.in: Use mt-aix43 to handle *_TARGET defs, not mh-aix43.

* configure.in: Use mt-aix43 to handle *_TARGET defs,
not mh-aix43.
* config/mh-aix43: Delete, move to mt-aix43.
* config/mt-aix43: New file.
