re PR bootstrap/40338 (bootstrap comparision fails on 32 bit PA when comparing libgcc objects)

PR bootstrap/40338
* configure.ac (comparestring): Create new variable.
* Makefile.tpl (comparestring): Use to skip some comparisions.
* configure: Regenerate.
* Makefile.in: Regenerate.
