copy: handle EOPNOTSUPP from SEEK_DATA

* src/copy.c (infer_scantype): Ensure we don't error out
if SEEK_DATA returns EOPNOTSUPP, on systems where this value
is distinct from ENOTSUP.  Generally both of these should be checked.
