BUG/MINOR: qpack: fix build with QPACK_DEBUG

The local variable 't' was renamed 'static_tbl'. Fix its name in the
qpack_debug_printf() statement which is activated only with QPACK_DEBUG
mode.

No need to backport as this was introduced in current dev branch.
