arm64: defconfig: Enable Rockchip extensions for Synopsys DW HDMI QP

Enable Rockchip specific extensions for Synopsys DesignWare HDMI
Quad-Pixel (QP) driver.  This is needed to provide HDMI output support
for the boards based on RK3588 SoC.
