build-sys: fix ifdef ENABLE_WIDECHAR usage

There has been unexpected mix of HAVE_WIDECHAR and ENABLE_WIDECHAR macros. The
ENABLE_WIDECHAR is old version and has to be replaced everywhere otherwise we
will see bugs with multibyte stuff.
