* config/ltmain.m4sh (func_mode_install): On Windows based hosts,
ensure that import libraries don't get stripped.
* m4/libtool.m4 (_LT_SYS_DYNAMIC_LINKER): On Windows based hosts,
use postinstall_cmds to strip DLL (not import lib!) when symbol
stripped installation was requested.
