build: auto enable use of openssl with >= version 3

* configure.ac: Set --with-openssl=auto-gpl-compat as the default,
so that openssl is used for md5sum etc., with openssl >= 3,
which is newly licensed under ASL v2.
* gnulib: Update to include "auto-gpl-compat" support.
