tests: start migrating sourced-file function-like tests into test-lib.sh.

* tests/acl: Remove file.
* tests/test-lib.sh (require_acl_): New function.
* tests/cp/acl: Use require_acl_ instead.
* tests/mv/acl: Likewise.
* tests/Makefile.am (EXTRA_DIST): Remove acl.
