remove all python_version<3 specs; update pytest

pytest 7 is on rc, so in order to get it installed
when I run tox, bump min version to 7.0.0rc1. The performance
issues with version 6 are not tolerable.

Additionally remove all python_version<3.7 specs from setup.cfg,
tox, these are no longer needed.
