Use newer macOS APIs when possible.

* gettext-runtime/m4/intlmacosx.m4 (gt_INTL_MACOSX): Check for
CFLocaleCopyPreferredLanguages.
* gettext-runtime/intl/langprefs.c (_nl_language_preferences_default): Use
CFLocaleCopyPreferredLanguages when it exists.
