build: Don't use an obsolete libtool macro.

* gettext-tools/m4/exported.m4 (gt_GLOBAL_SYMBOL_PIPE): Require
_LT_CMD_GLOBAL_SYMBOLS, not AC_LIBTOOL_SYS_GLOBAL_SYMBOL_PIPE.
