dissect: don't insist on a root/usr partition when just inspecting

Let's relax rules here a bit, taking benefit of the fact that
DISSECT_IMAGE_REQUIRE_ROOT + DISSECT_IMAGE_GENERIC_ROOT are now separate
flags.
