QCA vendor attribute for DBAM configuration

Add a new vendor attribute QCA_WLAN_VENDOR_ATTR_CONFIG_DBAM to
configure Dedicated Bluetooth Antenna Mode (DBAM). It is used to
switch between dedicated antenna mode for BT and COEX shared
antenna mode for WLAN and BT.
