MIPS: Add pattern for clo

gcc/ChangeLog:

* config/mips/mips.md (*clo<mode>2): New pattern.

gcc/testsuite/ChangeLog:

* gcc.target/mips/clz.c: New test.
* gcc.target/mips/clo.c: New test.
* gcc.target/mips/mips.exp: New option HAS_CLZ.
