maint: add our 'bootstrap_post_import_hook' function

This is in preparation of future changes.

* bootstrap.conf (bootstrap_post_import_hook): New, will be executed
by bootstrap after gnulib-tool but before the autotools.
Move creation of dummy ChangeLog into it.
