drm/amd/display: Add HDR workaround for a specific eDP

[WHY & HOW]
Some eDP panels suffer from flicking when HDR is enabled in KDE or
Gnome.

This add another quirk to worksaround to skip VSC that is incompatible
with an eDP panel.
