bootstrap: restore kludge removed on 2008-03-12: it's still necessary.

* bootstrap: Make the gnulib-tests/test-*.sh scripts executable.
This restores code removed by dec8bb25bb6da2fe9fe6dd63c0fbbd593a0e94cb.
