MINOR: deviceatlas: increase DA_MAX_HEADERS and header buffer sizes

Increase DA_MAX_HEADERS from 24 to 32 and hbuf from 24 to 64 to
accommodate current DeviceAtlas data files which may use more headers
and longer header names.
