tests: remove directory, tests/tac/

* configure.ac (AC_CONFIG_FILES): Remove tests/tac/Makefile.
* tests/Makefile.am (SUBDIRS): Remove tac.
* tests/misc/tac: Many new tests, from...
* tests/tac/Test.pm: ...here.  Remove file.
