patch 9.1.1861: Amiga: Locating runtime dir and rc files can be simplified

Problem:  Amiga: Locating runtime directory and rc files can be
          simplified.
Solution: Use assigns since it's simpler and more in line with
          how other Amiga applications work (Ola Söder).
