cp: ignore obscure failure to preserve symlink time stamps,

...when run on a kernel older than what was implied by headers and
libraries tested at configure time.
* src/copy.c (utimens_symlink): Ignore failure when errno == ENOSYS.
* NEWS (Bug fixes): Mention it.
