Deprecate the gfc-internal-format flag.

* gettext-tools/src/format-gfc-internal.c: Update comment.
* gettext-tools/doc/gettext.texi (PO Files): Mark gfc-internal-format as
deprecated.
(gfc-internal-format): Mention "up to GCC 14".
