Provide a section on all tools allowed in GNU Coding Standards.

* doc/autoconf.texi (Limitations of Builtins) <read>: Sort.
<wait>: Add section.
(Limitations of Usual Tools) <awk>: Make table entry consistent.
<chgrp, mkfifo, rmdir, sleep, sort, tar> Add sections.
