Refine HP-UX mpinfou workaround to add predeclaration only if it helps.
Remove unused u_int8_t and u_int64_t tests.
Remove qsort type check, ANSI C nails it down.
Remove AC_C_CONST for similar reason.
Enable propdelay, chutest, clktest builds.
