patch 9.1.0769: filetype: MLIR files are not recognized

Problem:  filetype: MLIR files are not recognized
Solution: Detect '*.mlir' files as mlir filetype,
          include a mlir filetype plugin
          (Wu, Zhenyu)

closes: #15826
