dd: support iseek= and oseek=

Alias iseek=N to skip=N, oseek=N to seek=N (Bug#45648).
* src/dd.c (scanargs): Parse iseek= and oseek=.
* tests/dd/skip-seek.pl (sk-seek5): New test case.
