(This is hopefully the last large, funny checkin message for
bdist_wininst.py we will see.)

Removed the base64 encoded binary contents, wininst.exe must be in the
same directory as this file now.

wininst.exe must be recompiled and commited each time the sources in
PC/bdist_wininst are changed.
